Rigus (Outlands)

A multi-ringed garrison-town of perfect military order, Rigus is a Gatetown in the Outlands housing the portal to the Outer Plane of Acheron. Built on a hill, the town is divided into seven layers, each one divided by an octagonal wall of stone with a strong iron gate. At the top of the city is the Crown, where only the highest ranking generals live.

Residents, and even visitors to the town are all part of a strict military order, and each one is given a rank. The lowest rank is citizen and the highest is general. Residents are expected to show respect to their higher-ups and obey all orders, lest they be demoted or shoved in the brig for insubordination. Visitors to the city are given some extra leeway; upon entering, they're given a slate plaque on an iron chain to wear around their neck. So long as they obey the law and keep their nose clean, they can go about their business without having to obey the orders of any other residents. If they break the law or insult a superior officer, however, the plaque is broken and they are subject to the full force of the law.

Rigus is a town constantly preparing for war, and often sees the need to flex its muscles and threaten nearby towns if they fail to pay tribute. Both Ribcage and Automata, the neighboring Gatetowns, keep their forces on alert just in case Rigus decides to expand its territory.

Fragrant Rose Apothacary

The Fragrant Rose Apothacary is a front for drug peddling. Captain Wraithborne has gotten his Vodare fix there since Finnegan has been taken out of the supply chain. Edwyn Felldrake, the proprietor, is a tiefling with noticeable horns. The Bishop bought some Vodare there as part of a plan to rescue Toby's mother). (23)

Brotherhood of the Toll of Doom

Rigus is controlled by a dozen clanlike groups called military orders, of which the Toll of Doom Brotherhood is the most powerful. Lieutenant Inquisitor Tenneson was contacted by one of the Brotherhood just before he started the trial against the party. (22)

Finnegan

The Dwarf Finnegan, Toby's former owner from the Gate-Town of Rigus, was a smuggler and a fence for stolen goods. In the past, the Planeswalkers had aided him in breaking into a slaver's basement in order to retrieve their weapons and armor (The story so far).

Much later, Finnegan was convicted of being involved in illegal smuggling in Rigus, and was held in Sigil awaiting deportation. He was convinced by the Black Lotus to implicate the Bishop and friends as aides to his operation.

After the case against the Party was dismissed, Reinhalt arranged for Toby to have a chance to face Finnegan in combat (in Sylvania), which Toby won with ease. However, he chose not to kill the Dwarf.

Reinhalt then said he would help Finnegan to escape his sentence if he gave the Party information that would help them to free Toby's parents. Finnegan gave Reinhalt information regarding Captain Wraithborne and Oreus the Half-Orc. Afterwards, Reinhalt led Finnegan into the forest and murdered him, as he though it would be best for his client, The Bishop, and his companions. (22)

Captain Wraithborne

Well beyond middle age, Wraithborne's face and build could charitably be described as skeletal, with the fringe of long white hair circling his balding head looking like the wild, wispy hair of a ghost. His hooked nose and cruel, dark eyes give him an aura of menace made no less intimidating by his obvious displeasure.

Wraithbone's an unpopular sort around town. He's Deputy Quartermaster to the Five Spears, and oversees pretty much all trade for his military family, inside and outside the city. Ideal position to run the black market, and it's all but officially recognized he does. Has enough clout and is owed enough favors that he doesn't fear the Inquisitors. But he skims off the top and leans on those below him hard enough to have a long list of enemies. The black market in any quarter of town under Five Spears control hates his guts, but have no choice but to go through him and give him his cut.

Captain Wraithborne's household is on the third level of the gate-town of Rigus. Toby's mother was sold to him and worked for him as a scullery maid. Wraithborne is a closet Vodare addict. He used to get his supply through a chain that included Finnegan, but after the dwarf's arrest, he was forced to look elsewhere. He now gets his fix from the Fragrant Rose apothecary.

The Bishop, Helga, and Skippy visited Wraithborne's house, masquerading as Vodare dealers, and rescued Toby's mother. (23)

Oreus the Half-Orc

Oreus the Half-Orc is a thug who worked in Finnegan's shop. After being cleared of any wrongdoing during the dwarf's trial, he was left without a job and thus signed up for street patrol in the lowest level of Rigus as a Private. Oreus holds a paper which he believes to be a legal contract between Reinhalt and Finnegan, but is only a scrap of unrelated parchment with a magical compulsion effect attached. He is a burly, bald-pated man of limited intelligance.

The Bishop spoke to him regarding information on Captain Wraithborne, and discovered that he had forbade Oreus from arresting the owners of the Fragrant Apothacary after Oreus had found that they dealt in Vodare. ([[entry twenty three#23])
