Leggis was the only remaining member of the The Council of Anarchy, rulers of the Automata Underground, after Calaban and his Bladeling mercenaries launched a surprise attack on the Underground. Leggis was forced to flee to the surface and go into hiding. Since the Bladelings were defeated by the party, he's returned to the Underground to piece together his empire and rebuild the Council.
