Stories told by long-lived races say that once upon a time, Sigil had no Hive Ward. Half of the land used to belong to the Lower Ward, and the other half to the Clerk's Ward. Whatever happened, urban decay took hold like a cancer and swept over the region, transforming it into possibly the worst slum in the multiverse.
Still, signs of the Hive Ward's former glory can still be found here and there. One such place is the Marble District. Connected to Black Boot Lane via Clavering Boulevard on one side, and to Shatterbone Street via Dunwall Lane on the other, it is the decaying remnant of what used to a noble district.
Protected by crumbling walls and thriving razorvine, the Marble District is a collection of six manor houses in various states of disrepair. Those that are in good enough condition to be lived in are occupied by the richest locals (by the standards of the Hive). Faction high-ups for the Dustmen and the Bleak Cabal set up shop here, as did Rednir Tetch, former owner and lead physician of the Weary Spirit Infirmary. The last manor house is owned by the Tiger's Claw thieves guild.
It's the presence of the latter that keeps the district safe, for the Tiger's Claw keeps a close eye on anybody coming and going in the Marble District, and those without any obvious business in the area are strongly encouraged to leave if they hang around for too long.
